RedKit or WolvenKit Witcher 3 uses own formats for everything - and game editor is required to convert them to editable formats & back. It’s also the only way to tweak game-specific files (entities, quests, inventory data etc).

RedKit is a more user-friendly, officially made tool with less bugs and better documentation. It has correct UI for all types of files, and allows to edit almost anything that isn’t hardcoded. If you are just starting your modding journey, this is the best pick. WolvenKit is a legacy, fanmade, reverse-engineered tool that has a few unique uses to this day. Firstly, this is the only tool that can reliably unpack other people’s mods - RedKit does not support that. Secondly, with WKit you can make some edits that are unsupported by RedKit (search for keywoards withing c2rw files, convert them to text & back, other nieche things). Lastly, WKit allows to skip some steps in editing (unsupported in RedKit) to save time or essentially trick the game, which is also needed sometimes.

Both Kits can be used at the same time and even on the same mod files. Each Kit has its own Project structure, so while mod projects are NOT transferrable in between them, individual files are.
